Marios Joannou Elia has served as artistic director of major cultural institutions in Germany, Japan, Russia, China, and Cyprus. A leading artistic figure of European orientation and international reach, he possesses advanced expertise in the conception and realization of large-scale, innovative, and interdisciplinary artistic projects.

Major Artistic Appointments

At the age of only 30, he served as Artistic Director at the German company m:con–mannheim:congress GmbH, one of the leading event and congress organizations in Germany, with an annual turnover exceeding €80 million and a staff of around 100 employees. In 2012, the Mayor of Mannheim, Peter Kurz, commended his contribution to the city’s cultural development, while Elia received distinctions such as the «Golden Apple» for «Germany’s Best Artistic Event of the Year» and the Marketing Award of the Rhine-Neckar Metropolitan Region in the category «Business to Consumer» for cultural innovation.

 

He has held directorial positions and realized cultural projects for the Osaka University Symphony Orchestra, the Primorye Philharmonic Orchestra, the City of Mannheim, the City of Ulm, the City of Vladivostok, and the Regional Government of Primorye, as well as for Kyoto, Japan’s Cultural Capital, and Shanghai. For his contribution to cultural development, he was honored by the Mayor of Vladivostok, the Vice-Governor and Minister of Culture of Primorye, as well as the Union of Cyprus Municipalities.1–2

 

Elia has also directed commemorative cultural events for the Presidency of the Republic of Cyprus and the Holy Archdiocese of Cyprus, marking the anniversaries of the 1974 Coup d’État and Turkish Invasion in 2022 and 2024, respectively.3

European Capital of Culture

In 2013, Elia assumed the position of Artistic Director of Pafos 2017 – European Capital of Culture, becoming the youngest artistic director in the history of the European Capital of Culture initiative. Following the financial crisis of 2013, he restructured and re-costed the entire artistic program, leading to a successful evaluation by the European Commission’s Monitoring and Advisory Panel in Brussels. His decisive contribution proved pivotal to the project’s continuity, ensuring its sustainability and European recognition.

 

In 2024, he was appointed by the Deputy Minister of Culture of the Republic of Cyprus, in consultation with the European Commission, as member of the Expert Panel for the European Capital of Culture 2030.4–6

 

Elia has also acted as advisor to several European cultural bodies, including the City of Aberdeen (UK City of Culture 2017 candidature), Nicosia (European Capital of Culture 2017), and the operatic Pafos Aphrodite Festival. His strategic input has been recognized for highlighting the role of the arts not only as a means of innovation and expression, but also as a catalyst for social cohesion, intercultural understanding, and the formation of a contemporary European cultural identity.

 

He is also invited as a consultant on issues related to the European Capital of Culture initiative, the implementation of large-scale cultural events, and strategic cultural development, while regularly appearing as a keynote speaker at international conferences on the role of art and culture in contemporary society. A recent example is his collaboration with the city of Næstved in Denmark, where he presented strategies for cultural empowerment and international visibility in view of the city’s ambition to bid for the title of European Capital of Culture 2032.7

European Academy of Sciences and Arts

Since 2018, Elia has served as Head of the Evaluation Committee for the Class of Arts of the European Academy of Sciences and Arts (EASA), based in Salzburg, and in 2025 he was elected Vice-Dean of the same Class, becoming the youngest member ever to serve on the Senate and Presidium of the Academy.8–9

The European Academy of Sciences and Arts, headquartered in Salzburg, is one of Europe’s foremost interdisciplinary institutions, uniting over 2,000 distinguished members — including Nobel laureates, leading scientists, artists, and public figures from across the world.

He has participated in, and continues to contribute to, cultural boards and scientific committees such as the think tank «Slavonic Europe» in Brussels, the European Delphic Intellectual Movement in Athens, and the International Community of Polyaesthetic Education in Salzburg.

From 2022 to 2024, he served as President of the International Conference on Contemporary Music in Brașov, under the auspices of the Transilvania University.10–14 He is a member of the Organising Committee of the «Dialogues4Peace» World Series, contributing to its strategic development as a biennial platform held alternately in Athens and Delphi, with its inaugural edition in 2026.

Cultural Diplomacy
& Ambassadorial Roles

Since 2023, he has served as Cultural Ambassador of the Hellenic Institute of Cultural Diplomacy, promoting the values of intercultural dialogue and artistic diplomacy through his international work.15–17

 

In collaboration with the Ministry of Foreign Affairs of the Republic of Cyprus, he has implemented a range of cultural diplomacy initiatives through Cypriot embassies in Berlin, Vienna, Tokyo, Moscow, and Bucharest. He has also served as Tourism Ambassador of Cyprus, emphasizing culture as a tool for international promotion, and as Goodwill Ambassador of the Japanese Mandarin Electron, in collaboration with the Japanese and Theremin Schools.
